The size of her head really emphasizes the disproportion of her right arm (or maybe the other way around?), and being so close together because the arm is lifted it was one of the first things my eyes noticed, otherwise it probably would've slipped by.
Eyeballing it, if this girl lifted her arm straight up her elbow would start around her eyebrow/forehead area. In fact, when one lifts their arm it should be long enough that the elbow joint is a good few inches above the skull.
The second thing I want to point out is that the neck never just merges into the shoulders like that. It's not a right angle (as you've drawn here), but more of a slope created by a muscle (that even shows in the least muscular of people, just slightly less pronounced) we have that runs almost paralell to our collar bone - except where it touches down on each side at the beginning of each shoulder - creating almost a gentle cresent from side to side that helps support the neck.
And lastly (I'm not sure if you're exempt from this because of your anime-type style, so you decide) the size of her head again comes into play. Being as large as it is and then following it to where it connects to the neck... well, the only thing I've seen that has that kind of structure are bobble-heads. A neck that thin would simply snap under a head that size.

As always your hair coloring/shading is top notch. Also, great application of the textures. Very Natural.
I know it was mentioned, but the head size is the real issue. I usually draw the head first, and this happens to me all the time. You're fine on proportion through the neck and chest, but the torso should be a bit longer before getting the waist (which would be wider so all that lengthening doesn't look odd.)
Personal note: I miss your old lining. Your thick to thin = awesome.
